Consultation is now open for our exciting new memorial park at Harkness. Help us shape the design of the largest cemetery development project in Victoria for 100 years.

The new 128-hectare site is a landmark opportunity for Victoria. We want to hear what matters to you as we develop our plans to create a world class memorial park.

We recently announced our plans to 'reimagine the public cemetery' and engaged an expert consortium to work with us to develop a master plan.

In addition to a public cemetery, the master plan will consider multi-use purposes for the site as it transitions over time to meet the burial and cremation needs of Victorians for the next 100 years.

Over the coming months we will engage with the community, key stakeholders and the site’s Traditional Owners to gather insights and seek feedback. We’re currently building our consultation community and seeking expressions of interest from individuals interested in joining our advisory groups.

    Greater Metropolitan Cemeteries Trust (GMCT) is developing a master plan for a brand new 128-hectare site at Harkness.

    The new site will provide burial, cremation and memorialisation space for communities in the city’s north and west growth corridors and surrounding areas. It represents the largest cemetery development project in Victoria for 100 years, and it will serve Victoria’s communities for more than 100 years to come.

    This project presents a landmark opportunity to create an exceptional new memorial park that pushes the boundaries of the traditional public cemetery.

    GMCT has engaged a consortium - Aurecon, McGregor Coxall, Architectus and Greenshoot Consulting - to design the master plan.

    We want to hear what matters to you and understand how the memorial park at the Harkness site can benefit and enhance the local and broader Victorian community.

  • We’re looking for active, passionate and engaged community members who want to help shape their community now and into the future. 

    Advisory group members will play an integral role in the development of the master plan for the new Harkness memorial park. We’re calling for expressions of interest (EOI) from individuals who are interested in joining our Community Reference and Culturally Diverse Advisory Groups. 

    We are also seeking EOIs from representatives of organisations who may have an interest in our Expert and Innovation Advisory Group.

    Purpose, scope and expectations

    Over the course of six to eight months, we will gather input and insights from advisory group members to understand community expectations, needs, concerns and preferences. 

    Commencing in early December, meetings will be held approximately every six weeks and will be a combination of online and face-to-face (including a tour of the site in February 2022).

    Please review our draft Terms of Reference for a more detailed overview of the roles and responsibilities of advisory group members.
